The theme of credit holidays attracted the greatest attention of lawmakers. The Central Bank has already recommended banks to provide such deferrals. But, of course, there will be changes in the laws.
Amendments on this topic were prepared in different factions. According to the bill, which was introduced by senators and deputies of the State Duma from United Russia, it is proposed to give credit holidays both to those called up for mobilization and under the contract, as well as to persons who are dependent on them. Such citizens have the right not later than December 31, 2023 to apply to the creditor with a request to defer or reduce the amount of payments for the period of military service. Family members of mobilized borrowers will also be able to make a similar request.
The same draft law also contains rules in the event of the death of a military man during service or as a result of injury: it is supposed to terminate obligations both on his loans and on loans of those who are dependent on him.
A similar project was submitted by the Just Russia – For Truth faction. It provides for credit holidays for mobilized individuals and individual entrepreneurs. The development of amendments on the same topic was reported in the Liberal Democratic Party.
Payments to mobilized
Another bill was introduced by a group of deputies from the Communist Party of the Russian Federation and United Russia. It provides for the exemption of mobilized citizens from paying interest on mortgages and consumer loans for the duration of their service, and also establishes for them a lump sum payment of 300,000 rubles. In addition, the authors proposed to compensate for half of the cost of housing and “communal”, as well as the cost of OSAGO. And yet – to exempt such persons from property tax. It should be noted that the package of documents, when submitted, does not contain an official conclusion of the government, which is mandatory in case of amendments leading to an increase in costs. So the resonant project can be returned to the authors.

The parliament also attended to the protection of the labor rights of citizens. “United Russia” has submitted a bill to the State Duma, according to which the mobilized and volunteers must return to their previous jobs after the end of a special military operation on the same terms. The period spent in military service is proposed to be included in their seniority, and the salary should be left the same as before mobilization.
It should be noted that already last week, Prime Minister Mikhail Mishustin signed a decree according to which the mobilized will retain their positions. But, of course, this principle must also be enshrined in legislation, United Russia explained.
Housing and communal services, kindergartens and OSAGO
What initiatives for the benefit of the mobilized are still being worked on? The head of the Duma Committee on Economic Policy Maxim Topilin, commenting on the topic of supporting the families of such citizens, said that among the proposed measures are exemption from payments for housing and communal services, payments for kindergarten, additional education and meals at school, regardless of class. It is also proposed to exempt families from paying for higher education if the child is studying under a paid program, and to introduce a ban on the dismissal of family members of the mobilized.
Yaroslav Nilov, head of the State Duma committee on social policy, noted that work is underway to exempt individual entrepreneurs from paying contributions without penalties in case of mobilization.
And the State Duma Committee on Small and Medium Enterprises reported that they were developing a legal mechanism that would give entrepreneurs called up for military service the opportunity to transfer the management of their business to a trustee in a simplified manner.
