

The Ministry of Digital Development of Ukraine has presented a roadmap for regulating artificial intelligence, which will help companies prepare for the adoption of the relevant EU act.
According to the statement, the document developed provides for a “bottom-up” approach. Businesses will first be given the tools to adapt to future demands, and then legislation will be passed.
It is expected that as a result, enterprises will become more competitive and gain access to global markets, and the state will be able to integrate into the EU.
“Ukraine must lead the AI trend in the world. Understand what is happening, react quickly and have your own strategy. We cannot talk about a digital state if we do not formulate a progressive policy in this direction and an agenda for the world,” said Minister of Digital Transformation Mikhail Fedorov.
One of the authorities’ priorities was the protection of the rights of Ukrainians in the digital space in order to create a safe environment in which AI will not create additional threats.
According to Deputy Head of the Ministry of Digital Development Alexander Bornyakov, it is planned to create a culture of business self-regulation in several ways, including:
- creating a White Paper that will introduce a voluntary code of conduct for the ethical use of AI;
- publication of recommendations – general and sectoral – to answer the question of what and how to do in order to prepare for the adoption of the law.
Industry-specific businesses, scientists and teachers from the expert committee under the ministry took part in the development of the roadmap.
The department noted that AI is already being used in the country in various directions, including to repel aggression.
