The Russian budget has lost 376 billion rubles in three years due to illegal alcohol

In 2017–2020, the Russian budget lost 376 billion rubles. due to the activities of producers and sellers of illegal alcohol, according to a report on the state of the Russian market of excisable goods, prepared by the office of business ombudsman Boris Titov for the President of the Russian Federation. Losses of producers for the same period amounted to 135 million decaliters. The report is given by “RIA Novosti”.

It also follows from the document that in Russia the cost of a bottle of illegal vodka is about 150 rubles. About two-thirds of this price is paid to bootleggers in the form of their income, the report said.

The minimum retail price for vodka in Russia is 243 rubles. for 0.5 liters. 47% (113 rubles) of its cost is excise, 17% (41 rubles) is value added tax, 12% (30 rubles) is the cost of production. Thus, excise and VAT account for 63% (154 rubles) of the cost of a legal bottle of vodka. Producers of illegal alcohol do not pay taxes, as a result of which they receive surplus profits.

As previously shown by a study by Group-IB, the illegal turnover of alcohol on the Internet in 2020 remained at the level of 2019 and amounted to 2.5 billion rubles. The turnover of illegal Internet sales of alcohol in 2017 amounted to 1.7 billion, in 2018 – 2.1 billion rubles.
