The ICRC reported on the contact with the Ministry of Defense of the Russian Federation regarding the strike on the pre-trial detention center in Yelenovka

The International Committee of the Red Cross (ICRC) is in contact with the Ministry of Defense of the Russian Federation in connection with the statement of the department on the invitation of experts in the interests of conducting an investigation into the attack on the pre-trial detention center in Yelenovka. This was announced on July 31 by the official representative of the organization Evan Watson.

“The ICRC is aware of the public statement of the Russian Defense Ministry. We are in contact with this ministry on this issue,” he told TASS.

According to him, the organization has not received a written document on this matter. At the same time, “two-way confidential dialogue” is supported.

“However, with regard to this particular public statement, it should be clear that the role and mandate of the ICRC is not to carry out public investigations into alleged war crimes. <...> We still do not have official confirmation of granting us access to visit this place and prisoners of war, ”he specified.

As Watson noted, the ICRC is ready to send its staff to Yelenovka. The organization also believes that the families of prisoners of war held in the isolation ward should be informed about the incident.

“The parties must do everything possible, including by conducting an impartial investigation, to help establish the facts regarding this attack,” he concluded.

Earlier, on July 29, the armed formations of Ukraine (VFU) launched a strike from American HIMARS multiple launch rocket systems (MLRS) at the pre-trial detention center in Yelenovka of the Donetsk People’s Republic, where Ukrainian prisoners of war were kept. On the same day, the head of the DPR, Denis Pushilin, said that this was “deliberate shelling and a desire to destroy” those who began to testify.

As of July 30, according to the Ministry of Defense of the Russian Federation, 50 Ukrainians were killed in the incident, many of the 193 prisoners of war were injured. What happened is a purposeful bloody provocation of the Kyiv regime, the department added.

The Investigative Committee of the Russian Federation opened a criminal case on the use of prohibited means. Among the prisoners of war in the detention center there were also members of Azov (criminal cases were initiated against the radical formation in the Russian Federation). The former commander of this nationalist group, Andrei Biletsky, announced the start of a “hunt” for those responsible for the attack.

On July 31, the Russian Defense Ministry reported that the Russian side had sent an official invitation to experts from the ICRC and the United Nations (UN) as part of the investigation into the attack on the pre-trial detention center.

In addition, according to Dmitry Polyansky, Deputy Permanent Representative of the Russian Federation to the UN, Moscow informed UN Secretary General António Guterres of data that indicate Kyiv’s fault in the strike on the detention center.

The special operation to protect the Donbass, the beginning of which Russian President Vladimir Putin announced on February 24, continues. The decision to hold it was made against the background of the aggravation of the situation in the region due to shelling by the Ukrainian military, in connection with which the authorities of the Donetsk and Luhansk People’s Republics turned to the Russian Federation for help.
