Citizens of the Russian Federation will be able to use the national digital currency in 2025-2027. This was stated by the First Deputy Chairman of the Central Bank Olga Skorobogatova in an interview with Forbes.
According to her, the timing of a large-scale launch depends on the banks connecting to the platform. For the next two years, the project will be in “pilot mode with a very limited number of clients and operations.”
Skorobogatova does not see the need for an accelerated launch of the CBDC, preferring the safe and smooth operation of the system.
At the same time, the Central Bank does not expect an “explosive flow” of liquidity from banks into the digital ruble. In particular, thanks to the stipulated limit for replenishing the wallet by 300,000 rubles per month.
As part of the pilot, the regulator will first of all launch the most demanded operations – opening wallets, transfers, payments and cross-border settlements. The last question was discussed with friendly countries and regulators that launch national digital currencies.
There are no ready-made solutions for the previously announced possibility of calculating digital rubles offline, so the Russian Federation “needs to develop its own,” Skorobogatova added.
Recall that at the end of June, the updated text of the bill on the digital ruble was submitted to the departments and market participants for final approval before the second reading.
In the new version, the Central Bank was relieved of responsibility for the safety of the national digital currency, and banks were obliged to prevent fraudulent attacks on it.
Earlier, the State Duma of the Russian Federation in the second reading adopted a bill on transactions with the digital ruble. In particular, it regulates the procedure for concluding and terminating an agreement on the use of CBDC, and also introduces rules for the inheritance of electronic money.
