Issues of international peace and security in cyberspace should be supervised by states, and not by private Western companies, Dmitry Polyansky, First Deputy Permanent Representative of the Russian Federation to the UN, said on Monday, July 25, during a session of the UN Open-ended Working Group (WGOS) on security in the field of use information and communication technologies (ICT) and ICT itself in 2021-2025.

“Today, the use of information and communication technologies is comparable to the dense jungle, where the strongest survive and establish their own laws. These are, in fact, the developed countries. Their companies – developers and copyright holders of information and communication technologies – in the pursuit of profit impose their rules and standards on other states, their citizens and economic operators, often contrary to national legislation, local traditions, ”the Permanent Mission of the Russian Federation to the UN quotes the words of Polyansky’s speech.

Polyansky noted that companies expect that “private norms and practices of the West will become the basis for international law in the field of information security,” which, according to the diplomat, is understandable. However, he emphasizes that the ambitions of the “owners of capital” are incomparable with the level of responsibility in this area that states should bear.

“Responsibility for matters of international peace and security can only be borne by states. It is on them that stability in the information space depends. The purpose of the WGE as the only universal and truly democratic mechanism is to promote the formation of a system for ensuring international information security with due regard for the interests of all states without exception. The position of the Russian Federation is built on this strategic idea,” he said.

At the end of June in Israel, the state controller of the country, Matanyahu Engelman, during a speech at the annual cybersecurity conference Cyber ​​Week 2022, said that the third world war would take place in cyberspace. He pointed out that people are already living in a sense inside the world’s Big Brother show, and there is no protection for the citizens of the world.

On May 18, the official representative of the Ministry of Foreign Affairs of the Russian Federation, Maria Zakharova, as part of the Positive Hack Days – 2022 cybersecurity forum, said that protectionism against Western Internet monopolies that are pursuing an aggressive policy towards the Russian people should be ended as soon as possible. She explained: in the current historical period, Western monopolies are pursuing an aggressive policy towards Russia and its citizens, and the latter should be protected.
