Over 1.6 million refugees from Donbass and Ukraine arrived in the Rostov region


More than 1.6 million people from the territory of Ukraine, as well as from the Donetsk and Lugansk People’s Republics (DPR and LPR) have crossed the border of the Rostov region since February 18. This was announced on Saturday by the governor of the region Vasily Golubev.

About 600 thousand refugees arrived from Ukraine, the rest of the people were evacuated from the territories of the LPR and DPR.

The governor also noted that in addition to the Rostov region, refugees are accepted in 40 other regions of Russia.

“More than 33 thousand people were sent by rail (from the Rostov region. – Ed.) to other regions of Russia,” RIA Novosti quotes Golubev.

On June 21, it was reported that more than 2 million refugees from Ukraine and Donbass had arrived in Russia since February 18.

On June 16, the Ministry of Internal Affairs of the Russian Federation reported that residents of Ukraine and Donbass have the right to stay in Russia even without special permits.

At the end of May, Russian President Vladimir Putin signed a decree according to which orphans and children left without parental care, as well as incapacitated persons who are citizens of the DPR, LPR or Ukraine, can obtain Russian citizenship in a simplified manner. At the same time, the Children’s Ombudsman under the President of the Russian Federation, Maria Lvova-Belova, said that Russian families plan to adopt or take custody of children from the DPR and LPR.

Prior to this, on April 4, Irina Gukova, the founder of the Soyuz legal group, told Izvestiya about the benefits provided to refugees in Russia: they have the right to social protection, including social security on an equal basis with Russian citizens; assistance in placing children in kindergartens and schools.

On April 1, Gukova spoke about the possibility for refugees to obtain Russian citizenship in a simplified manner. The expert emphasized that, according to Federal Law No. 62 “On Citizenship of the Russian Federation”, the basis for acquiring Russian citizenship in a simplified manner is the presence of Ukrainian citizenship and recognition as a native speaker of the Russian language (through testing). Therefore, if citizens of Ukraine will need to obtain a residence permit in order to obtain citizenship, then citizens of the people’s republics will not have to do this. They will be able to skip this stage and immediately proceed to the registration of citizenship.

On March 11, Putin thanked the Russians for supporting refugees from Donbass. According to him, the fact that Russian citizens are so responsive to the need to help people who are in trouble shows that, in general, people support the actions of the Russian army, and Russia is doing the right thing by supporting Donbass.

The situation in Donbass escalated significantly in mid-February due to increased shelling by the Ukrainian military. Then the authorities of the republics announced the evacuation of residents to Russia, and also turned to Moscow for help. On February 21, Putin signed a decree recognizing the independence of the DPR and LPR and promised to support the republics. Russia launched an operation to protect the civilian population of Donbass on February 24.
