In 2022, the Pension Fund of Russia (PFR) issued 911.9 thousand certificates for maternity capital. Over the past year, the number of families that received maternity capital decreased by 141.52 thousand (-13.4%), follows from the analytical note (.pdf) of the Accounts Chamber on the implementation of the PFR budget in the period from January to December 2022.
The document notes that relative to 2021, the cost of implementing maternity capital decreased by 4.3%, or by 17,121.64 million rubles. Last year, a total of 381,872.53 million rubles were spent for these purposes or 86.1% of the projected expenses.
More than half of the 911.9 thousand state certificates for maternity capital were issued to families with one child. They were received by 483.61 thousand families.
At the same time, the number of applications for material increased by 8.4%. It follows from the materials of the Accounts Chamber that the number of applications for the use of capital funds for improving housing conditions decreased by 7.8%, and the number of applications for the use of mother capital for the child’s education increased by 42.8%.
On March 15, the State Duma adopted in the first reading a bill expanding the circle of applicants for the mother capital. Men who at the time of the birth of their children from surrogate mothers were the only official parent of these children will be entitled to the payment. According to the authors of the initiative, after the adoption of the document, budget expenditures will amount to 10.4 million rubles.
