Government Supports Bill to Regulate IT Giants

The Government Commission on Legislative Activities gave a positive opinion on the bill obliging large foreign IT companies to open branches or representative offices in Russia. This is stated in the draft revocation of the government, referred to by TASS.

“Taking into account the more frequent cases of non-compliance by services of foreign IT companies with the requirements of Russian legislation, the regulation proposed by the draft law seems to be relevant. Considering the above, the government of the Russian Federation conceptually supports the draft law, ”the conclusion says.

Earlier, a bill was introduced to the State Duma obliging foreign IT companies with a daily audience in the Russian Federation of 500 thousand people to open their branches in the country. If companies do not comply with this requirement, they, in particular, may be prohibited from distributing advertising, as well as collecting personal data.

As part of the draft law, IT companies are required to:

  • create a branch, representative office or authorized legal entity in Russia;
  • register a personal account on the Roskomnadzor website;
  • place on your website an electronic form for feedback with Russian citizens and organizations.

If adopted, the law may include Facebook, Instagram, Twitter, TikTok, Google AdWords, YouTube, WhatsApp, Viber, Telegram, Steam, World Of Tanks. Consideration of the bill in the first reading in the State Duma is scheduled for June 1.
