In addition, when considering the draft budget, we will achieve the fulfillment of the goals and objectives that were outlined by the United Russia party in the People’s Programme. Let me remind you that our program includes almost 300 provisions. Today, more than 70 of them have been fully implemented, that is, about a quarter, including the construction, commissioning and repair of more than 2,000 social infrastructure facilities, more than 30 federal laws have been adopted.
In addition, this summer we prepared another 80 proposals for the People’s Program. They concern education, healthcare, construction and housing and communal services, as well as all areas of assistance to the people’s republics of Donbass and the liberated territories. For example, it is proposed to include in the program the overhaul of colleges, technical schools and student dormitories in our country, work with teachers from the Luhansk and Donetsk People’s Republics and the provision of Donbass with literature in Russian, the restoration of infrastructure in the DNR, LNR and in the liberated territories, the provision of medical assistance to people living there , additional provision of medicines for Russians with cardiovascular diseases.
We will also definitely continue to support the citizens of our country who participate in a special military operation or arrive in Donbas to help establish a peaceful life.
In addition, we have a lot of work to do to bring the legislation of the Russian Federation and the legislation that is currently in force in the DPR, LPR and the liberated territories into uniformity. First of all, we are talking about the synchronization of laws in the social sphere: labor legislation, employment legislation, and so on.
At the same time, we plan to make a number of changes to the Russian Labor Code. The first block of changes will concern the improvement of working conditions. It involves vesting the Federal Service for Labor and Employment with the right to exercise control over the implementation of industry agreements by employers and the mandatory extension of such agreements to all industry enterprises if they are signed by the majority of workers and employers in the industry and registered by the appropriate federal or regional body that performs the function of regulation in the sphere of labor and social protection.
The second set of changes will remove barriers to temporary employment of minors. From our point of view, there should be no excessive checks of their working conditions by the control and supervisory authorities, the need to coordinate their employment with guardianship authorities and issue medical certificates for adolescents at the expense of employers.
Finally, we will continue to work on a new employment law that will take into account all modern realities. In particular, the concept of self-employment will be introduced into the legislation. I note that today more than 4 million citizens of our country have switched to this form of employment. There will also be a chapter on platform employment, suggesting the use of online platforms to connect customers with service providers. I hope that in 2023 the new law will come into force.
