The head of the Federal Agency for Fishery, Ilya Shestakov, speaking on June 16 at the session “The World Ocean and Global Transformations: What kind of fleet does Russia and the world need” at SPIEF-2022, proposed an unexpected solution to the problems of grain exporters who had difficulties with the freight of foreign dry cargo ships amid the military conflict RF and Ukraine. The official put forward a quite predictable idea – to follow the example of the fishermen, that is, to introduce a system for exporters similar to “keel quotas”. .
