A bill was submitted to the State Duma to exclude links to sites with pirated content from search engines within six hours after being entered into a special register. The author of the project is the first deputy chairman of the State Duma committee on information policy, information technology and communications Sergei Boyarsky (United Russia).
“Such a time limit for taking measures (up to six hours. – “B”) has been tested in practice and is due to the fact that the owners of illegal Internet resources are trying to track blocked links and automatically generate duplicate page pointers for their inclusion in search results, in connection with which the speed of response to illegal actions of violators is of paramount importance “, – said in the explanatory note to the document.
If the site owner has evidence of legitimate content placement, the exclusion from search results can be challenged, the text of the bill says. It also provides that search engine operators are not liable to copyright holders and users for this kind of restriction of access to information.
In 2018, search engines signed an anti-piracy memorandum. It involves maintaining a registry with pirated resources and obliges to remove links to these resources from search results out of court. Group-IB found that in 2020, pirates learned how to quickly track links to content removed using the anti-piracy memorandum and automatically generate new duplicates.
