A bill was introduced to the State Duma on Monday, September 27, according to which the highest official of the region can only be called “the head of the subject of the federation”. This was announced by one of the authors of the document, the head of the Federation Council Committee on Constitutional Legislation Andrei Klishas.
“The draft law proposes to establish a uniform approach in the names of state authorities of the constituent entity of the Russian Federation,” he explained in an interview with RIA Novosti.
Klishas noted that a common name for the governor’s office is established for all regions of Russia – “the head of a constituent entity of the Russian Federation”, as well as the name of the highest executive body – “the government of a constituent entity of the Russian Federation.”
At the same time, the document presupposes the introduction of equal five-year terms for the exercise of the powers of both the governor and the deputies of regional legislative assemblies.
We are talking about the bill “On general principles of the organization of public power in the constituent entities of the Russian Federation”, which earlier that day was submitted to the State Duma by the chairman of the State Duma committee on state construction and legislation Pavel Krasheninnikov and Klishas himself. Krasheninnikov stressed that this document was prepared in development of the provisions of the Constitution on a unified system of public authority.
