The well-being of the population of Russia in 2020, according to estimates of the Accounts Chamber, is at the level of 2010-2011 and has not recovered to the level preceding the crisis of 2014. The ministry noted that social payments, rather than improvements in living standards, helped to avoid an increase in poverty in the country. The Accounts Chamber estimated the share of social payments in the structure of incomes of Russians at 20.8% in 2020. “By the end of 2020, the well-being of the population is approximately at the level of 2010-2011,” – stated in the conclusion of the Accounts Chamber on the report on the execution of the federal budget. The document notes that “due to the weak dynamics of incomes after the crisis of 2014-2016, incomes did not have time to return to pre-crisis values, and 2020 only exacerbated the situation.” The poverty level in 2020 decreased by 0.2 percentage points, to 12.1%, however, this was “mainly associated not with an improvement in the standard of living of the population, but with large-scale social payments,” the Accounts Chamber notes.
