Targeted Treasury Spending Accelerated

The Ministry of Economy has prepared a report on the implementation of federal targeted programs (FTP) and the federal targeted investment program (FAIP) in the first quarter of 2021. The document, which Kommersant has read, records a noticeable shift in government spending in this area at the beginning of the year for both federal and regional budgets – in addition to the growth of budget discipline, this could be one of the reasons for the surge in demand at the beginning of the year. Otherwise, the report confirms the trend towards an increase in the efficiency of the execution of state program documents.

As evidenced by the report of the Ministry of Economy “On the progress of the implementation of the FAIP and the implementation of the federal target program for the first quarter of 2021” (Kommersant got acquainted with the document), the shift to the beginning of the year in budget expenditures, recorded by Kommersant according to government procurement data, is also confirmed by departmental statistics. The budget system significantly increased its role as a source of demand in the economy in the first quarter of 2021 – the level of use of federal budget funds (18.3% of annual assignments) within the framework of federal target programs (FTP) significantly exceeded last year’s figure (9.8%). The involvement by state customers of funds for the implementation of FTP activities from the budgets of the constituent entities of the Russian Federation, local budgets and extra-budgetary sources is also growing (in the first quarter of 2021 – 19.5%, in 2020 – 7.1%). The resource provision of FTP activities has more than doubled both from the budgets of the constituent entities of the Russian Federation and local budgets (in the first quarter of 2021 – 19.3%, in the same period of 2020 – 9.1%), and from extra-budgetary sources (19.5 % versus 6.7%). The total amount of budgetary allocations for the implementation of FTP for 2021 as of April 1, 2021 is 298.3 billion rubles, of which capital investments – for 144.2 billion rubles, R&D funding – 99.6 billion rubles, for other needs “- 54.5 billion rubles.

The financial parameters of the shift within the Federal Targeted Investment Program (FAIP, unites all budgetary construction projects, more than 1.3 thousand objects) in the description of the Ministry of Economy look like this: at the time of approval for the implementation of FAIP in 2021, 846.3 billion rubles were laid. (837.5 billion rubles in 2020), however, by April 1, 2021, the FAIP swelled to 941.9 billion rubles – however, a year ago the increase was more significant (1.029 trillion on the same date in 2021). The allocation of federal and regional budgets for FAIP facilities also accelerated – for the first quarter of 2021, expenses amounted to 13.2% and 8.4%, respectively, a year earlier – 7.2% and 5.1%. The level of FAIP contracted funds at the end of the first quarter of 2021 increased to 70.6% from 59% in the first quarter of 2020. At the same time, however, there was a slight decrease in the level of contracting (72.8% versus 76.2% in the same period in 2020) – probably, due to the increase in the flow of GRBS, they do not have time to conclude all contracts.

It should be noted that the Finance Ministry has been striving for a shift in budget expenditures by the beginning of the year for many years as part of the struggle to improve budget discipline. On the other hand, the surge in spending under the FTP and FAIP, along with the growth of private demand (see monitoring), was probably one of the reasons for the acceleration of inflation and growth in industrial prices in the first quarter – however, given the fact that the annual volume of government spending is limited by the budget , a decrease in the pressure of state demand in the future increases the likelihood of slowing inflation closer to autumn, as the Bank of Russia expects.

The report of the Ministry of Economy also demonstrates the fight against budgetary long-term construction. In particular, the ministry separately identifies objects in the report, the funding of which is limited in 2021 (recall, the White House has tightened the rules for access to budget money for objects for which there is a high risk of being in the unfinished category). So, due to the lack of the necessary regulatory legal acts, financing of 66 objects of 24 GRBS is limited for 73.7 billion rubles, 13 events of enlarged investment projects for 33.8 billion rubles, 15 more objects for 17.1 billion rubles. excluded from FAIP. Since previous years, 51 construction projects for 56.6 billion rubles also remain blocked due to the absence of regulatory legal acts. and 14 events of investment projects for 33.5 billion rubles. The department has already turned to the Ministry of Finance and the White House with proposals for the redistribution of these funds to existing construction projects – this, recall, is part of the trend to increase the efficiency of budget use (see Kommersant on May 21) and the transition to a dynamic structure of the government’s programmatic work (see. “Kommersant” dated May 27).
