Russian President Vladimir Putin instructed the government by October 1 to develop a plan to reduce atmospheric emissions by 2050 to a level lower than in the EU. The head of state gave the corresponding instruction, speaking at the St. Petersburg Economic Forum (SPIEF).
“For the next 30 years, the accumulated volume of net greenhouse gas emissions should be lower than in Europe. The government should develop a detailed plan in this direction by October 1, ”said Mr Putin.

The President is convinced that reducing emissions is not enough to solve the problem of global warming. Mr Putin found it important to deal with the accumulated greenhouse gases. “To achieve the so-called carbon neutrality, an important indicator is the absorption of greenhouse gases. It is necessary to reduce their volume, which has already accumulated in the atmosphere, ”the President noted.
In November 2020, Vladimir Putin signed a decree to reduce greenhouse gas emissions by 2030 to 70% of the 1990 level, taking into account the maximum possible absorptive capacity of forests. According to the decree, by 2030 the government must ensure a reduction in greenhouse gas emissions by up to 70% compared to the 1990 level. In addition, the government has been instructed to develop and approve the Strategy for the socio-economic development of Russia until 2050 with a low level of such emissions. This climate target has been prepared as part of Russia’s contribution to the implementation of the Paris Agreement.
