Responsibility for environmental pollution within the framework of the Extended Producer Responsibility (EPR) mechanism will be “not by washing, but by rolling” from commodity producers to packaging manufacturers, said Sergei Ivanov, the president’s special envoy for ecology. He added that the environmental tax from companies producing the vast majority of packaging will be increased.

“I assure you that we will not wash, so by skating we will very quickly adopt the law on EPR for packaging,” said Mr. Ivanov during the St. Petersburg International Economic Forum (SPIEF). He also said that the authorities will “definitely and significantly” increase the environmental tax from companies that produce “almost any package.”

The EPR mechanism stipulates that those companies that are obliged to compensate for harm to nature and do not fulfill their quota must pay an environmental fee. At the end of 2020, Deputy Prime Minister Victoria Abramchenko said that in the course of the ROP reform, responsibility remains with the producers. The roadmap for the new concept was presented in March, but it did not provide answers to key questions from market participants.
