In Russia, they plan to create a “social treasury” to provide social support measures and promote employment, ensuring the restoration of employment and incomes of the population, economic growth and long-term structural changes in the economy, follows from the national action plan, which is available to RIA Novosti.
According to the document, the plan included the payment of benefits in the amount of 5 thousand rubles for children under 3 years old from April to June, a lump sum payment for children from 3 to 16 years old, monthly payments to needy families for children from 3 to 7 years old, as well as an increase of two times the minimum monthly allowance for childcare up to 1.5 years.
“The creation of a” social treasury “that carries out the functions of providing social support measures and promoting employment; implementing a mechanism for providing citizens with social support measures in a non-binding manner; implementing an electronic certificate as a mechanism for providing citizens with goods when providing social support measures,” the document says.
According to the document, direct payments for sick leave, the establishment of a unified approach to determining the composition of the family and the list of its income, and the expansion of measures for social adaptation will allow increasing the effectiveness of support measures for the population.
It is also planned to support all-Russian public organizations of disabled people and create a national consortium of centers for psychological assistance to the population.
In terms of supporting employment and developing the labor market, the plan includes the extension of the period for the payment of increased unemployment benefits, an increase in the minimum amount of such benefits to 4.5 thousand rubles, as well as unemployment benefits for individual entrepreneurs who are forced to close the case in the amount of 12130 rubles.
As noted in the document, families in which parents are unemployed are paid monthly payments of 3 thousand rubles per child, companies will be reimbursed part of the salary costs for organizing public works, as well as temporary employment for workers who are threatened with dismissal.
