The department of the Federal Penitentiary Service for the Khabarovsk Territory on Thursday, June 10, concluded an agreement of intent with JSC “UK Bamstroymekhanizatsiya” (Amur Region), according to which convicts can be involved in the construction of the second line of the Baikal-Amur Mainline. As Kommersant was told in the department, the agreement provides for the creation by the parties of a site outside the correctional colony, functioning as a correctional center, as well as the organization of labor for those sentenced to forced labor.
JSC “Bamstroymekhanizatsiya” is part of the group of companies “1520”, works on construction contracts of Russian Railways. The company specializes in the construction and reconstruction of railway infrastructure facilities, highways, runways at airfields, as well as water piers and terminals.
According to the Federal Penitentiary Service, in the Khabarovsk Territory, more than 2 thousand convicts who have served part of their sentence received positive characteristics and the right to petition the court to replace imprisonment with forced labor. “RIA Novosti” with reference to the head of the UFSIN Yuri Dorokhin reported that a number of prisoners already have the necessary specialties.
Earlier, Kommersant’s sources reported that the first 600 convicts may appear at BAM as early as June: Russian Railways contractors are beginning to register them for work in specialties that do not require high qualifications, such as a handyman, a concrete worker or a reinforcement fitter. The shortage of workers in the construction of railway infrastructure facilities is due to the large volume of work, as well as a pandemic affecting staff mobility.
