A bill has been submitted to the State Duma, which provides that the highest official of the region can be called only the head of a constituent entity of the Federation. This was announced on September 27 by one of the authors of the document, the head of the Federation Council committee on constitutional legislation, Andrei Klishas.
He noted that the regional legislative bodies will also not be able to contain in their names the basis of the names of the federal authorities.
“The draft law proposes to establish a uniform approach in the names of state authorities of the constituent entity of the Russian Federation. Thus, a common for all constituent entities of the Russian Federation name of the position of the highest official is established – “Head of the constituent entity of the Russian Federation” and the name of the supreme executive body – “Government of the constituent entity of the Russian Federation”, – explained Klishas to “RIA Novosti”.
The parliamentarian clarified that, according to the bill, the name of the legislative body of a constituent entity of the Federation cannot contain phrases that form the basis of the names of federal bodies of state power.
The draft law “On the general principles of the organization of public power in the constituent entities of the Russian Federation” was introduced to the State Duma by Klishas himself and deputy Pavel Krasheninnikov. The document is aimed at implementing the provisions of the Constitution of the Russian Federation on a unified system of public authority, as well as improving the organization of public authority in the regions.
